To which countries does the General Duty Rate in the HTSUS apply?

The General Duty Rate in the HTSUS applies to those countries that have been granted "normal trade relation" status (previously referred to as "most favored nation" status). This is a non-discriminatory trade and policy commitment on the part of one country to extend to another country the lowest tariff rates it applies to any other country.
